The Ontology for Biomedical Investigations (OBI) is an ontology that provides terms with precisely defined meanings to describe all aspects of how investigations in the biological and medical domains are conducted. OBI re-uses ontologies that provide a representation of biomedical knowledge from the Open Biological and Biomedical Ontologies (OBO) project and adds the ability to describe how this knowledge was derived. We here describe the state of OBI and several applications that are using it, such as adding semantic expressivity to (...) existing databases, building data entry forms, and enabling interoperability between knowledge resources. OBI covers all phases of the investigation process, such as planning, execution and reporting. It represents information and material entities that participate in these processes, as well as roles and functions. Prior to OBI, it was not possible to use a single internally consistent resource that could be applied to multiple types of experiments for these applications. OBI has made this possible by creating terms for entities involved in biological and medical investigations and by importing parts of other biomedical ontologies such as GO, Chemical Entities of Biological Interest (ChEBI) and Phenotype Attribute and Trait Ontology (PATO) without altering their meaning. OBI is being used in a wide range of projects covering genomics, multi-omics, immunology, and catalogs of services. OBI has also spawned other ontologies (Information Artifact Ontology) and methods for importing parts of ontologies (Minimum information to reference an external ontology term (MIREOT)). The OBI project is an open cross-disciplinary collaborative effort, encompassing multiple research communities from around the globe. To date, OBI has created 2366 classes and 40 relations along with textual and formal definitions. In this paper, I defend McKinsey's argument (Analysis 1991) that Burge's antiindividualist position is incompatible with privileged access, viz. the claim that each subject can know his own thought contents just by reflection and without having undertaken an empirical investigation. I argue that Burge thinks that there are certain necessary conditions for a subject to have thoughts involving certain sorts of concepts; these conditions are appropriately different for thoughts involving natural kind concepts and thoughts involving non-natural kind concepts. In this paper, I focus on the most important form of argument for anti-intellectualism, one that exploits alleged connections between knowledge and practical reasoning. I first focus on a form of this argument which exploits a universal principle, Sufficiency, connecting knowledge and practical reasoning. In the face of putative counterexamples to Sufficiency, a number of authors have attempted to reformulate the argument with a weaker principle. However, I argue that the weaker principles suggested are also problematic. What is the nature of the evidence provided by thought experiments in philosophy? For instance, what evidence is provided by the Gettier thought experiment against the JTB theory of knowledge? According to one view, it provides as evidence only a certain psychological proposition, e.g. that it seems to one that the subject in the Gettier case lacks knowledge. On an alternative, nonpsychological view, the Gettier thought experiment provides as evidence the nonpsychological proposition that the subject in the Gettier case lacks (...) knowledge (e.g., Williamson 2007). Given the centrality of thought experiments to philosophical enquiry, the correct account of thought experiment evidence is important for understanding the nature of philosophical methodology. Further, Williamson argues that a misguided adherence to the psychological view of thought experiment evidence encourages scepticism about philosophy since it opens a gap between our evidence and the nonpsychological subject matter of philosophy. The main aim of this paper is to defend the psychological view against recent objections. In particular, I argue that even if thought experiment evidence is psychological, it can still provide justification for non-psychological claims which are the subject matter of philosophy. (shrink)

Vaccine refusal harms and risks harming innocent bystanders. People are not entitled to harm innocents or to impose deadly risks on others, so in these cases there is nothing to be said for the right to refuse vaccination. Compulsory vaccination is therefore justified because non-vaccination can rightly be prohibited, just as other kinds of harmful and risky conduct are rightly prohibited. I develop an analogy to random gunfire to illustrate this point. Vaccine refusal, I argue, is morally similar to firing (...) a weapon into the air and endangering innocent bystanders. By re-framing vaccine refusal as harmful and reckless conduct my aim is to shift the focus of the vaccine debate from non-vaccinators’ religious and refusal rights to everyone else’s rights against being infected with contagious illnesses. Religious freedom and rights of informed consent do not entitle non-vaccinators to harm innocent bystanders, and so coercive vaccination requirements are permissible for the sake of the potential victims of the anti-vaccine movement. Most people have a clear sense of what they mean by disability, and have little trouble identifying conditions they consider disabling. Yet providing a clear and consistent definition of disability is far from straightforward. Standardly, disability is understood as the restriction in our abilities to perform tasks, as a result of an impairment of normal physical or cognitive human functioning. However, which inabilities matter? We are all restricted by our bodies, and are all incapable of performing some tasks, but most (...) of these inabilities are not considered disabilities. If, then, we are to avoid the category of disability becoming overly broad—and thus politically and practically useless—we need some way of picking out the specific inabilities that are disabling. I argue that our answer should be informed by an account of the opportunities individuals are entitled to be able to perform as a matter of justice. Thus, to be disabled is to have these opportunities restricted, and not to deviate from the species norm or lack any ability that might improve our well-being. (shrink)

In this paper, I criticise one main strategy for supporting anti-intellectualism, the view that whether a subject knows may depend on the stakes. This strategy appeals to difficulties with developing contextualist and pragmatic treatments of the shiftiness of our talk about knowledge to motivate anti-intellectualism. I criticise this strategy by drawing an analogy between debates about causation and knowledge. In each case, talk about a phenomenon is shifty and contextualist and pragmatic explanations of the shifty talk face the same objections. (...) However, in the case of causation it would be implausible to argue that difficulties with the relevant contextualist and pragmatic accounts motivate a revisionary metaphysics of causation. I conclude that the defender of anti-intellectualism needs to employ a different strategy to defend her view. (shrink)

Reconstructions of quantum theory are a novel research program in theoretical physics which aims to uncover the unique physical features of quantum theory via axiomatization. I focus on Hardy’s “Quantum Theory from Five Reasonable Axioms” (2001), arguing that reconstructions represent a modern usage of axiomatization with significant points of continuity to von Neumann’s axiomatizations in quantum mechanics. In particular, I show that Hardy and von Neumann share similar methodological ordering, have a common operational framing, and insist on the empirical basis (...) of axioms. In the reconstruction programme, interesting points of discontinuity with historical axiomatizations include the stipulation of a generalized space of theories represented by a framework and the stipulation of analytic machinery at two levels of generality (first by establishing a generalized mathematical framework and then by positing specific formulations of axioms). In light of the reconstruction programme, I show that we should understand axiomatization attempts as being context–dependent, context which is contingent upon the goals of inquiry and the maturity of both mathematical formalism and theoretical underpinnings within the area of inquiry. Drawing on Mitsch (2022)’s account of axiomatization, I conclude that reconstructions should best be understood as provisional, practical, representations of quantum theory that are well suited for theory development and exploration. However, I propose my context–dependent re–framing of axiomatization as a means of enriching Mitsch’s account. (shrink)

Recent arguments for the basic status of economic liberty can be deployed to show that all liberty is basic. The argument for the basic status of all liberty is as follows. First, John Tomasi’s defense of basic economic liberties is successful. Economic freedom can be further defended against powerful high liberal objections, which libertarians including Tomasi have so far overlooked. Yet arguments for basic economic freedom raise a puzzle about the distinction between basic and non-basic liberties. The same reasons that (...) economic liberties and the traditionally defined list of basic liberties are basic can also be given for all other liberties. Therefore, high liberals and Rawlsian libertarians ought to accept almost all other liberties as basic, even liberties that may strike us as trivial, silly, or unimportant. This claim has revisionary implications for high liberalism. Namely, liberals should endorse strong institutional protections for almost all liberties, even at the expense of other social values. It is a longstanding problem for theorists of justice that many victims of injustice seem to prefer mistreatment, and perpetuate their own oppression. One possible response is to simply ignore such preferences as unreliable ‘adaptive preferences’. Capability theorists have taken this approach, arguing that individuals should be entitled to certain capabilities regardless of their satisfaction without them. Although this initially seems plausible, worries have been raised that undermining the reliability of individuals' strongly-held preferences impugns their rationality, and further excludes already (...) marginalised groups. I argue that such criticisms trade on an ambiguity between two uses of the term ‘adaptive preference’. An adaptive preference is often assumed to be irrational, and an unreliable guide to its possessor's best interests. However, I suggest a preference may also be adaptive in the sense that it is an unreliable guide to our distributive entitlements, and that this does not require an assessment of individuals' rationality. I consider this distinction in relation to disability, arguing that this clarification allows us to justifiably ignore some disabled individuals' preferences, in the context of theorising about distributive justice, without disrespecting or undermining their rationality or culture. Public officials should compensate the victims of wrongful conviction and enforcement. The same considerations in favor of compensating people for wrongful conviction and enforcement in other cases support officials’ payment of reparations to the victims of unjust enforcement practices related to the drug war. First, we defend the claim that people who are convicted and incarcerated because of an unjust law are wrongfully convicted. Although their convictions do not currently qualify as wrongful convictions in the legal sense, we argue that (...) the same reasons for legally recognizing other wrongful convictions support conceiving of these cases as wrongful convictions. If so, then people who suffered wrongful convictions associated with unjust laws, like others who were wrongfully convicted, are entitled to compensation and reparation. We then argue that America’s drug laws are unjust laws. Therefore, people who were convicted of nonviolent drug offenses are entitled to compensation. (shrink)

IN THE LAST PART of the Theory of Moral Sentiments, Adam Smith puts his theory in a class with those of his contemporaries Francis Hutcheson and David Hume, namely, the systems that make sentiments the principle of approbation. Despite recognizing important differences with both of them, he thinks that since he has placed the origin of moral sentiments in sympathy, and in particular the fact that we are able to enter into the motives of the agent and get pleasure from (...) finding them appropriate to their cause, sentiments are the foundation of his theory of morals. Many of Smith’s commentators, in fact almost all of the most important studies over the last few years, reaffirm the author’s self-description. However, my aim in this paper is to challenge this view by showing that Smith’s system can also be plausibly seen as a theory of practical reasoning, and in some important aspects very similar to Aristotelian ethics. Surprisingly few scholars have seen this parallel. Laurence Berns, Samuel Fleischacker, Charles Griswold, and Gloria Vivenza are the latest exceptions, identifying several points of coincidence between Adam Smith and Aristotle’s ethics. None of them, however, has tied all these similarities under a unified interpretation, such as the one I propose here: The basic analogy between these theories, and the source of those particular coincidences, is the operation of practical reason. Moreover, and besides the common elements with Aristotle’s ethics, Smith’s reconstruction of practical reason simultaneously announces some of the main features of modern accounts of ethics, such as impartiality and universality as preconditions of moral judgment. The integration of these ancient and modern elements in a single coherent theory allows Smith’s TMS to overcome the insufficiencies and paradoxes of both these traditions, and it constitutes one of the most interesting and challenging proposals of modern ethics. The capability approach aims to ensure all individuals are able to form and pursue their own conception of the good, whilst the state remains neutral between them, and has done much to include oppressed and marginalised groups. Liberal neutrality and social inclusivity are worthy goals, yet I argue that Martha Nussbaum’s influential formulation of the capability approach, at least, cannot meet them. Conceptualising capabilities as opportunities to perform specific, valuable functionings fails to accommodate those who do not value, or cannot (...) perform, these functionings. I therefore propose that the capability approach be modified, such that capabilities are conceptualised, instead, as opportunities to exercise control in certain central domains of our life. Research groups around the world are currently busy trying to invent new life in the laboratory, looking for extraterrestrial life, or making machines increasingly more life-like. In the case of astrobiology, any newly discovered life would likely be very old, but when discovered it would be new to us. In the case of synthetic organic life or life-like machines, humans will have invented life that did not exist before. Together, these endeavors amount to what we call the emerging plurality of (...) lives because we see a future where we are surrounded by, and interact with, life of many different origins, as well as entities that we have not traditionally seen as being alive. In the future these entities will likely possess properties that we so far have only associated with living beings, thereby transcending and perhaps blurring the borders between life and non-life. Pero mientras Hume se conforma con una moral funcional para la vida social, Smith abre una nueva dimensión de desarrollo para el ser humano.The Scottish sentimentalist philosophers David Hume and Adam Smith suggest different strategies for restricting and accommodating human selfish tendencies. In spite of the obvious similarities of their moral proposals, Smith finds within the human being the capacity to transform his partial passions and to aspire to ideals of perfection. In contrast, Hume's sentimentalism does not allow for self-transformation, and must rely on social conventions to manipulate and redirect selfish impulses from without. Both attempts achieve their goal. However, while for Hume peaceful social interaction seems to be the only aim of morality; for Smith morality also opens a new dimension of development for the human being. (shrink)

In this paper, I argue that, in his Theory of Moral Sentiments, Adam Smith conflates two different meanings of ‘self-command’, which is particularly puzzling because of the central role of this virtue in his theory. The first is the matrix of rational action, the one described in Part III of the TMS and learned in ‘the great school of self-command’. The second is the particular moral virtue of self-command. Distinguishing between these two meanings allows us, on the one hand, to (...) solve some apparent paradoxes of the text; and, on the other, to identify various features of both the practical reason and deontological ethical traditions that are present in Smith's sentimentalism, enriching his phenomenological account of moral actions. The suggestion that individuals should be considered disadvantaged, and consequently entitled to compensation, only if they consider themselves disadvantaged (Dworkin’s ‘continuity test’) is initially appealing. However, it also faces problems. First, if individuals are routinely mistaken, then we routinely fail to assist the deserving. Second, if individuals assess their circumstances differently then the state will provide different levels of assistance to people in identical situations. Thus, should we instead ignore individuals’ convictions and provide assistance that some, at least, do not (...) feel they need? One set of cases where this dilemma is salient are those in which disabled individuals disagree over whether they are disadvantaged. Focussing on these, I argue that despite objections, individuals should have a voice in determining whether they are disadvantaged. However, I contend that our goal should not be ensuring continuity with individuals’ ethical convictions (concerning the pursuits they deem worthwhile or valuable), but their convictions regarding whether they are relevantly disadvantaged (whether they have what they are entitled to). Following a period in which theories and histories of art, art criticism, and artistic practice seemed to focus exclusively on political, social, or empirical interpretations of art, aesthetics is being rediscovered both as a vital arena for discussion and a valid interpretive approach outside its traditional philosophical domain. The capability approach was developed as a response to the ‘equality of what?’ question, which asks what the metric of equality should be. The alternative answers are, broadly, welfare, resources or capabilities. G.A. Cohen has raised influential criticisms of this last response. He suggests that the capability approach’s focus on individuals’ freedom – their capability to control their own lives – renders its view of well-being excessively ‘athletic’, ignoring benefits achieved passively, without the active involvement of the benefitted individual. However, (...) positing ‘capabilities’ as the appropriate metric of distributive justice need not commit capability theorists to a comprehensive account of well-being, and so not to the athletic conception Cohen ascribes to them. Their aim can, instead, be to delineate legitimate government action and guide egalitarian public policy. Capabilities, in this context, are not just components of individual well-being; they must also be the appropriate goal of just distributive policies. When understood in this way, as a guide to policy, I will argue that the capability approach’s focus on ‘athletic’ individual freedom and control is justified: in the public domain, it is important not just that individuals receive ‘benefits’, but that they participate in their achievement. Over the past 25 years, there has been growing recognition of the importance of studying the Ethical, Legal and Social Implications of genetic and genomic research. A large investment into ELSI research from the National Institutes of Health Human Genomic Project budget in 1990 stimulated the growth of this emerging field; ELSI research has continued to develop and is starting to emerge as a field in its own right. The evolving subject matter of ELSI research continues to raise new research (...) questions as well as prompt re-evaluation of earlier work and a growing number of scholars working in this area now identify themselves as ELSI scholars rather than with a particular discipline. Due to the international and interdisciplinary nature of ELSI research, scholars can often find themselves isolated from disciplinary or regionally situated support structures. We conducted a workshop with Early Career Researchers in Oxford, UK, and this paper discusses some of the particular challenges that were highlighted. While ELSI ECRs may face many of the universal challenges faced by ECRs, we argue that a number of challenges are either unique or exacerbated in the case of ELSI ECRs and discuss some of the reasons as to why this may be the case. We identify some of the most pressing issues for ELSI ECRs as: interdisciplinary angst and expertise, isolation from traditional support structures, limited resources and funding opportunities, and uncertainty regarding how research contributions will be measured. We discuss the potential opportunity to use web 2.0 technologies to transform academic support structures and address some of the challenges faced by ELSI ECRs, by helping to facilitate mentoring and support, access to resources and new accreditation metrics. As our field develops it is crucial for the ELSI community to continue looking forward to identify how emerging digital solutions can be used to facilitate the international and interdisciplinary research we perform, and to offer support for those embarking on, progressing through, and transitioning into an ELSI research career. Strauss claims that the general crisis in Western world is closely related to the crisis which political philosophy as such is undergoing. Apart from that, the latter is the result of the revolutionary changes introduced by the creators of modern political philosophy, whose conclusions insist that it is necessary to break with tradition in order to construe a new political science. The article examines the straussian’s vision of Machiavelli, Hobbes, Locke and finally, Nietzsche. Based on this description, Strauss proposes that (...) a "return" is needed as an adequate response to failure -or maybe triumph?- of the modern utopia. But the “return”, would not take into account the changes which have affected the world and humanity until the present, as it is just impossible to simply reconstruct the past. In this context, the article poses the question about at which moment of history should the "return" begin and, particularly which elements of the complex thinking heritage should be claimed. In this respect, Strauss suggests that the reform of political philosophy (the intent to base it on some new rules, though known in the past) is necessarily equivalent to an amendment of totality. Innovations in information technologies have facilitated the development of new styles of research networks and forms of governance. This is evident in genomics where increasingly, research is carried out by large, interdisciplinary consortia focussing on a specific research endeavour. The UK10K project is an example of a human genomics consortium funded to provide insights into the genomics of rare conditions, and establish a community resource from generated sequence data. To achieve its objectives according to the agreed timetable, the UK10K project (...) established an internal governance system to expedite the research and to deal with the complex issues that arose. The project’s governance structure exemplifies a new form of network governance called ‘pop-up’ governance. ‘Pop-up’ because: it was put together quickly, existed for a specific period, was designed for a specific purpose, and was dismantled easily on project completion. In this paper, we use UK10K to describe how ‘pop-up’ governance works on the ground and how relational, hierarchical and contractual governance mechanisms are used in this new form of network governance.
